Homelessness is the largest social and public health crisis in California. Illumination Health + Home (IH+H) is a growing non-profit organization dedicated towards disrupting the cycle of homelessness by providing targeted, interdisciplinary services in our recuperative care centers, emergency shelters, housing services and children's and family programs. IH+H currently has 13+ facilities with 22+ micro-communities scattered across Orange County, Los Angeles County and the Inland Empire.
Job Description
The Risk & Compliance Generalist provides advanced operational and regulatory support to the Risk & Compliance Manager. This role is responsible for conducting compliance monitoring, coordinating litigation documentation, supporting contract compliance efforts, and maintaining governance systems.
The position requires strong analytical skills, experience working alongside legal counsel, and the ability to independently manage compliance workflows while escalating risk matters appropriately.
The range for this role is $30.00 - $33.65, depending on experience. In office position at our Santa Ana, California Corporate Office.
Responsibilities
Regulatory Compliance Monitoring & Analysis
- Monitor federal, California state, and local regulatory updates relevant to nonprofit operations.
- Conduct regulatory research and prepare impact summaries for the Risk & Compliance Manager.
- Assist in evaluating operational risks identified across departments.
- Perform internal compliance reviews and document findings.
- Draft corrective action recommendations for management review.
Litigation and Legal Case Support
- Coordinate the collection, organization, preservation, and production of documents for litigation, investigations, and claims, including support of internal discovery processes.
- Maintain case files, evidence logs, legal holds, and litigation deadlines.
- Assist in preparing discovery responses, subpoenas, and regulatory inquiries in coordination with external counsel.
- Serve as liaison with outside counsel and insurance carriers to facilitate document exchange and case-related communications.
- Prepare case summaries and provide regular status updates to the Senior Risk & Compliance Manager.
- Support all litigation and claims activities under the direction of the Senior Risk & Compliance Manager; settlement discussions and case decisions remain with leadership.(Note: This role does not provide legal advice but supports legal operations and documentation.)
Contract Compliance Familiarity & Cross-Functional Support
- Maintain working knowledge of contractual compliance obligations and risk-sensitive clauses.
- Support contract tracking processes as needed.
- Assist in identifying compliance implications within vendor and client agreements when requested.
(Primary ownership of contract lifecycle management resides with designated team member.)
Policy and Governance Administration
- Draft and revise policies and procedures under management direction.
- Maintain policy version control and regulatory alignment.
- Track policy review cycles and documentation updates.
- Prepare policy update summaries for leadership approval.
- Support implementation of updated policies across departments.
- Serve as day-to-day administrator of the Legisway compliance module.
- Ensure workflows and compliance tracking tools are current and accurate.
- Generate compliance reports and dashboards for leadership.
- Assist in staff training on system usage.
- Participate in internal compliance reviews and support preparation for external audits, regulatory reviews, and inspections.
- Assist with coordination of external audits as delegated and track corrective action plans.
- Support documentation and tracking related to insurance requirements, Certificates of Insurance (COIs), licensing, and regulatory filings.
- Maintain organized records to ensure ongoing regulatory readiness. (Primary ownership of insurance, licensing, and audit strategy resides with designated team members and leadership.
- Identify regulatory training needs related to compliance requirements, including but not limited to HIPAA, False Claims Act, data privacy, ethics, and other federal or California regulatory mandates.
- Provide compliance subject matter expertise as needed to support training content development.
- Monitor and track completion of required compliance trainings as needed to ensure regulatory adherence.
- Assist the training department in maintaining documentation of compliance training records to support audit readiness and regulatory reviews.

Preferred Experience/Minimum Qualifications
Required:
- Bachelor’s degree in Legal Studies, Business Administration, Public Administration, or related field.
- 3–5 years of experience in compliance, legal operations, contract administration support, or regulatory oversight.
- Experience supporting litigation or working alongside legal counsel.
- Strong analytical, documentation, and regulatory research skills.
- High discretion and ability to manage confidential information.
- Basic Computer Skills
- Valid CA Driver License and eligibility for company vehicle insurance.
- Paralegal certificate or equivalent legal training.
- Familiarity with discovery procedures, document production, and court filing requirements.
- Experience in nonprofit, healthcare, or social services environments.
